Issue is people wanted the MC Clubhouse to have this ability from the get go, because without it the MC Clubhouses were semi useless, and sadly still are. Save for doing MC Missions. ie Remote Access to Business Laptops should of been a Default Feature with the MC Business through the Clubhouse when MC stuff was first introduced. But that would of made it too 'quick.' And like a Freemium mobile game with timers and such you can not let players do things too quickly. *Winks*
Heck I remember when the Gunsafe came out because of the weapons wheel kept every weapon you've ever owned and people hated it. Don't worry they got you covered buy an Office, Spend X mount of money on a Gunsafe. Oh forgot, this only works in Free Roam so you're still stuck with those weapons on missions, heist, etc. So it wasn't quite a fix, but also as lap to the face in a way.
What's even more messed up was that the Terrorbyte was essentially the MCT version 1.0 and it was heavily flawed and limited in what you could do, it was supposed to be what the MCT is now and many people went out and bought the terrorbyte as well as its paywall in the form of the night club. You're definitely spot on in the assessment that rockstar is knowingly jerking people around, they know what features the players want and they introduce these features in half hearted money grabbing ways. They only give players what they want in piecemeal, charging each time as they inevitably release"newer" versions of that thing that players want, making them spend more money each time.
Biggest insult is how they handle Popularity on the Nightclub. You have to spend 100k per DJ just so you have the *option* to 'buy' supplies for the Nightclub's ie 10k DJ swap out so you can keep nightclub earnings at 10k per 48 minutes. Which makes you wonder what the heck Tony is doing at all, literally nothing it seems as he said "He" is going to be the one running the nightclub, which it doesn't seem like he is is he? Then the Nightclub missions themselves give like 2-5k for doing them.
