Report a translation problem
I'm not sure about others but I'd prefer to stay offline and play single player with mods and it's currently impossible without resulting to nefarious means, this is yet another example where "those that shall not be named" get a better experience than those that paid
I think this issue came as GTA V launcher data was stored in the system.
Step 1 - Uninstall GTA V launcher / social club. Do NOT click on remove game data.
Step 2 - Now Go to My documents --> Rockstar Games
Step 3 - Delete ONLY 'Launcher' and 'Social Club' Folder
Step 4- Download and Install Launcher
Step 5 - IMPORTANT. Login to social club AND CLICK ON REMEMBER ME AND AUTO LOGIN
Step 6 - Launch GTA V from Steam while turning on the internet connection.
Step 7 - Now play the story mode for a minute or two.
Exit the game. Now you can play offline without activation error.
