Activation requires an internet connection FIX
If you are one of the few people that have experienced the problem
:Activation requires an internet connection and you are currently in offline mode. your offline activation data could not be loaded. Please verify your internet connection and restart Grand Theft Auto V.:
i know how to solve your problem

- Open your Control Panel, under the Start Menu.
- Choose System and Security.
- Choose Windows Firewall.
- In the side panel, choose Advanced Settings.
- On the left panel, choose "Outbound Rules".
- Look for any rules related to GTA, Social Club, or Rockstar Games.
- Right Click on these rules and choose "Disable Rule".

my problem is the same but in portuguese.
not showing up in outbound rules

Does not solve the issues. Neither helps disabling antivirus firewall

Blocking any GTA V or social club just causes the Rockstar Launcher to disable the game from being launched completely. Rockstar have disabled offline mode it seems.

That worked for me : uninstalled the game from Steam, then all the folders related I could find (Social Club, Rockstar Launcher ...) , then re-installed the game (!) ..... and all was ok (after launching in online mode) : I can now play again in story mode (from my last saving !). Hope this can help ;) ....

the title of this post is misleading, this doesn't actually resolve anything, you're still forced to be online while playing single player

I'm not sure about others but I'd prefer to stay offline and play single player with mods and it's currently impossible without resulting to nefarious means, this is yet another example where "those that shall not be named" get a better experience than those that paid

I play single player with mods on Steam version just fine.

I reinstalled GTA V and faced this issue.
I think this issue came as GTA V launcher data was stored in the system.

Step 1 - Uninstall GTA V launcher / social club. Do NOT click on remove game data.
Step 2 - Now Go to My documents --> Rockstar Games
Step 3 - Delete ONLY 'Launcher' and 'Social Club' Folder
Step 4- Download and Install Launcher
Step 5 - IMPORTANT. Login to social club AND CLICK ON REMEMBER ME AND AUTO LOGIN
Step 6 - Launch GTA V from Steam while turning on the internet connection.
Step 7 - Now play the story mode for a minute or two.

Exit the game. Now you can play offline without activation error.

Obrigado pelas dicas, exclui apenas dentro da pasta rockstar a launcher e a social club, baixei e instalei de novo o launcher e funcionou!

This is why I hate cockstar, they only want people to play online and be killed by a flying bike everytime they spawn, GTA 5 sucks now
