GTA V always goes back to windowed when it starts.
Everytime I start the game I have to put it on fullscreen because it starts in windowed mode. And even though I save the settings with Fullscreen, next time I start the game it'll be in windowed mode and in the wrong (lower) resolution.
It didn't use to do that.

Anyone know a fix?

Have you changed or updated drivers, lately?

Maybe try and find the drivers you where previously using and re-install them, then check your issue.

When I had this issue, switching to fullscreen windowed mode fixed it.

To fix this create a .txt called commandline, in it type this:

-borderless
-disallowResizeWindow

Save the txt and paste it in the main folder of the game which should be

steam\steamapps\common\Grand Theft Auto V

Change -borderless with -fullscreen if you want the game in fact fullscreen,

-borderless however is fullscreen-borderless which is much better.

-disallowResizeWindow makes it so it doesn't go back windowed again.

Here a picture of what it should look like: http://i.imgur.com/k4kClDH.png

Cheers

Don't do anything once you click launch. Maybe you're closing the steam interface after clicking launch.

But why is borderless better than fullscreen?
It's faster to switch between other apps and the game, it also doesn't stop GTA online loading if you do that, so you can do other things while loading to a lobby.

Try changing your refresh rate in windows' control panel, if any 1 still has the problem in 2020
