Did you add the new peds and rebuild via the .exe?
Shouldn't need to reinstall the game if you are modding correctly and using a "mods" folder.
You can just clean, verify cache, and try again.

3. Installation (Using mods folder method)
Open scripts folder, copy PedSelector.dll and paste into your GTA V scripts folder (YOUR GTAV FOLDER\scripts\)
Open dlcpacks folder, copy addonpeds folder and paste into (YOR GTA V MODS FOLDER)\update\x64\dlcpacks\)
Start your OpenIV and Enable "Edit Mode"
Go to: (mods/update/update.rpf/common/data)
Extract dlclist.xml to somewhere
Using a text editor, open dlclist.xml and add the following line before the </Paths> line:
<Item>dlcpacks:\addonpeds\</Item>
(remember this does not go "at the end" of the file - it goes "with" the others)
Save and import the edited dlclist.xml to OpenIV (in the same path of dlclist.xml)
Run AddonPeds Editor.exe as administrator and click "REBUILD" button. Done!
Literally did the above last week with zero issue. I'd go over your stuff very carefully.
I just reinstalled addonpeds here + 3 peds and it worked perfectly.
Removing the usermods folder, and all addon ped related files / .rpf / etc-
(basically attempting to simulate a failed/incorrect installation)
Running addonpeds.exe still generates a new folder + .xml.
"@psykoteky just fixed the issue. i had addonpeds misspelled + i had been using Rennie's method for addonpeds. which had peds2.rpf which i had deleted. but it was still being loaded in the content.xml file. so i removed the line that loaded up peds2.rpf and that fixed the issue."
