Once R* gets drag racing into the game I would expect them to function properly.
Wheelie bars don't push anything. They're dampened by springs to prevent chassis damage by spreading out the intial shock of the impact of the bar with the ground, dissipating the force over time.
A car will still wheelie with a wheelie bar, it just won't take off uncontrollably.
That said, the wheelie bars in the game are entirely cosmetic. They don't do anything.
