Can't Join Friends on Gta Online.

So the thing is: I can normaly play gta online but when i look at friend's list tab, its faded, also i see that no friends actualy play gta online even if i have one of my friends on social club playing gta 5. This friend say's that when i open gta 5 im online but after a few seconds im offline, Any Help?

I came to conclusion:
Friends can still join you throught steam.
If friends is not having gta 5 on steam, you have to:
Join server, find person on steam that is having gta 5 bought on steam. That person has to join you, and then your friend joins to that person.
So: theoretically you can play with friends, but you cannot join to them, and its a lot of harder for you.
