openiv.asi doesn't need either of those to run however, just dinput8.dll
I'd suggest you strip it all out - install both (test), and install/test 1 mod at a time.
And - shvdn also has 3rd party requirements if you truly have nothing else installed that needs it. (and, after skimming quick - I don't see visualv or nvr stating they need shvdn)
I tested this morning without any mod except shvdn.asi, shvdn2.dll, shvdn3.dll, shv.dll, dinput8.dll and openIV. asi. Nothing changed, still crashing. I already installed all the 3rd party requirements of shvdn (mic.net framework4.8 and c++ 2019).

We know the scripts folder is still there - because there is no error in the log. (or clipped -.-)

I did run all that over here - and it worked fine (openiv included - and no mods/scripts folder).
..Just to rule out that it wasn't some common/natural/shipped problem - here at least.
(and to be nitpicky - no mention of the various .xml files - necessary or not, a detail)
As for 'working before' and not later, assuming -nothing whatsoever anywhere on/in the pc- changed.. background programs, overlays, temp disables ending on av/security, admin/or lack of could all play a part. I've had programs in the past that once ran - I'd have to restart my pc to get gtav to work again. Have also seen instances where usb devices (like a phone) plugged in later causing issues - silly, but true. (heck, even stuff in recycle bin has caused issues)
Without personally seeing a timeline/step by step of the entire process, timeframe, or more crash info... it is still too easy to see/imagine other holes/problems. Some other things similarly related to modding - like savegame corruption, windows updates, onedrive, defender... could/would also usually be affecting the vanilla/clean copy of the game. And recently, for some dns - there are instant crashes when you log into social club - I'd imagine using -scofflineonly would bypass that IF it was happening there. You only mentioned 'loading' so mentioning it, though I don't see where that would be mod related (unless going online).
