I don't know about the "very early" part, but it's most definitely a ps3, xbox 360 game. To compare this game to the witcher 3 is absurd. Go back and play older titles and see if they look any better today. The witcher 3 although looks great, compare it to games today and it's obviously an "older" game.
But there is one thing to worry about- cheaters online. God mode, teleporting, so much more cancer. But you can try to ignore them and move on.
Plus: It's got its roots on consoles (PSX) and used to be a console only game for a long time. It just got portdt for PC. So of course graphic do remind to consoles.
But it doesn't matter in this case. You don't need to have good graphics in order to develop a good game
People complaining about that simply don't understand GTA ;-)
Just be happy you are able playing it on PC meanwhile.
