And, on some systems - av/security/blocked .dll's can cause issues. I'd also question whether or not you are infact using the correct/updated scripthook - as many users run multiple directories and brainfart/put them in the wrong one. I would also rightclick your gtav.exe and check the details to see just exactly what version is there. There are many instances of steam not actually updating the files due to appmanifest issues or permissions.
Just tested here (again) to be sure - and shv works fine on a 100% clean directory.
Im trying to mod the game so I need dinput8.dll, and scripthookv is not the problem because even if I delete scripthookv its still not going to launch.
If anything, you could redownload it again (I've seen corrupt downloads extract fine), and verify you are infact using the correct/updated version (as I've also seen download folders with 10 versions). Beyond that, perhaps something is generating a log or crash report that may shed more light. There HAVE been a few cases in the past where overlays also caused issue. Hell, I'd even run steam/gtav as admin incase it is having an issue with permissions and unable to generate the log file in the gtav folder. Personally don't feel like testing that route atm (tested anyways - still worked with no log file generated)..

I had one mod that was supposed to only apply saved outfits as soon as the game finished loading but it also had a side effect of messing with hit detection of peds whenever I'd try to melee them. Couldn't punch or kick any of them. Everything just passed right through the ped like they weren't even there.
