So, when will I be able to use my discount that I won from the lucky wheel?

Within I think 45 minutes of getting it on the wheel, then it's gone. There's a section in the interaction menu that shows them and a countdown timer.

weird since I won a discount last week and couldn't choose the "Discount" tab in my inventory and my friend has the same problem today where he can't scroll further than ( 8/9 ) in the inventory tab so he's unable to use the "Discount"

I must confess I've yet to use one. Won them maybe 3 times, I think twice it was for 10% off at Dock Tease. Perhaps what you've encountered is another odd bug from the recent DLC. You could have a shot at maybe buying something on the site you got the coupon for and then request the 10% back, if that was the amount, by opening a support ticket. I'd say odds are in your favor they'd issue the money to get the ticket closed easily, but some reps there are less generous than others (or ask for detailed evidence to support the claim).

The discount is applied when you purchase something from the web site you got the discount from.

how am I supposed to know what the Discount applies for when it doesnt say on the website?

It will tell you the website. Example: If it said 10% off from Dock Tease that is the web site name. Screen shot the message if you are not sure so you can read it.

The discount is for anything on that certain website.
