TM and Windows Game Bar are and have been broken/inaccurate for GPU usage monitoring for a long time. Use literally anything else (Afterburner/Precision/HWMonitor/HWInfo/etc.)
As to discord, I don't use it much anymore (run my own TS server), but I would try disabling the overlay.
Desktops don't have switchable graphics, so is this a laptop? And is your CPU perhaps an i7-7500U and not a desktop i5-7500?
Because that would explain the 100% CPU usage. The U in i7-7500U stands for dUal core. It's a slow-ish 2core/4thread CPU and not really very good for GTAV by itself, let alone trying to do other things at the same time.
I'll see what MSI Afterburner says and yes it is an i5-7500; I built my desktop myself. I also just noticed this but I said I had 8GB of RAM when I actually have 12 GB (8x1 & 4x1), I must of had a stoke.
So after testing it with MSI Afterburner, my CPU still stays at 100% usage and only dips down to mid-90s when I'm outside the city. My GPU on the other hand barely crosses the 50% usage threshold.
I'm not running any overlay so I don't know what I could do.
For anyone seeing this in the future, I've possibly found a solution for our current problem.
By setting GTA V to low priority in task manager, it allows you to set discord to high priority and use up any resources left. Discord stills cuts in and out a little bit but you at least are not stuck with no communication.
Hope this helps somebody but if anyone else could find a proper fix, that would be fantastic.
