try blowing up another one and see if they pick up. maybe your vehicle was not insured. or you destroyed it by parking/purchasing another vehicle to the same slot. or you already claimed it and forgot where it is.

usually they answer if you are in a vehicle or if u dont move.

Try nuking 1 of your vehicles, leaving the session, then rejoining another, then call them. Make sure you got the full coverage thing on it.

I ran into this issue once, and doing what i said above worked for me.

When they are busy ("all operators are busy at the moment, please try again later") that means there is NO vehicle for you to claim... Don't worry about "not moving" or "being in a car", all rubbish!

No my car isnt impounded. And 5-7 of my cars was wrecked by people when im afk because those car is missing from my garage

just switch sessions and try call Mors insurance to reclaim the car.

bought them
