Is https://socialclub.rockstargames.com/ offline?

For almost a week now i cant go online in game for a number of reason: first it wase some social club error saying it is offline then the game could not comunicate whit rockstar server saying my internet connection is offline, and now after search for some fixes it says offline mode not available because i dind log in on this machine first. Even the https://socialclub.rockstargames.com/ it is offline for me. Now im trying to reinstal the game cuz cant even play offline now

Reinstalling the game is a waste of time if you can't open the website in a browser. That implies there are other issues at play - be it with your pc, hosts, dns, isp, geographic location, proxy, vpn, and anything else inbetween you and R* that I missed. That website opens absolutely fine here.

Recently- many posts from users in Brasil, Netherlands, and Asia mentioning same error.
