steam/steamapps/common/"Grand Theft Auto V" is the default install folder.
With steam closed, you copy in the listed appmanifest file and steam should see it all correctly when you restart steam.
For extra giggles you can be sure steam/steamapps/downloading and temp
don't contain a 271590 folder.
When i start to verify the files from the "Grand Theft Auto V" folder starts to move to the "downloading" folder and emptied the GTAV folder to 2Gigs and started downloading the rest of the 78ish gigs

I Checked the temp and the downloading, they both contain the 271590 folder after the verify with all the files from the game, 83GBs - https://imgur.com/a/wAlf1r4
Your original post is - stuck on allocating disk space. If you close that window with the X - steam, deletes gtav. Hence the link telling you to force close steam / restart and it will correct it.
If you have NOT completely REDOWNLOADED the files....
It will continue to tell you to redownload them if they are not correct/exist.
What you see IN the temp and downloading folders are pre-allocation - they are basically empty until steam has completely redownloaded the files, and filled them up correctly.
Yes, it sucks - but it currently sounds like you don't have a complete download of gtav.
(make sure there are no gtav exe's running in taskmanager)
Rightclick steam, run steam as admin. Try again.
Doesn't work? Close steam. Where do the 85+gb of files now reside?
IF - In steam/steamapps/downloading/271590? Rename 271590 to 271590-HOLD.
Move a copy of all the files in that hold folder to
steam/steamapps/common/Grand Theft Auto V (recreate this folder)
Grab and put in the appmanifest_271590 file from the link above.
Restart steam - try again.
IF - they already been moved to steam/steamapps/common/grand theft auto v?
Rename steam/steamapps/common/grand theft auto v to gtav-HOLD.
Uninstall gtav (it won't remove the files after you renamed the folder).
Once uninstalled, close steam.
Rename it back to "grand theft auto v". Put the above linked appmanifest in.
Start steam as admin - try again.
Other issues may also be arising from - vcredists/directx/social club installing.
They may also come from antivirus/security software (including windows defender).
Temp sleep/disable to test.
Restating - all appmanifest_271590 file replacements MUST be done with steam closed.
Shouldn't be having this many problems. More then happy to teamviewer it if you don't get it working - and slap it around. -.- Just friend req me - heading to dinner for a bit.

Like seriously, don't waste time/bandwidth removing it / reinstalling for a 3rd time. -.-
(Rare case this can also be a write permission issue , try make a custom folder called gta 5 where u want to install , right click folder , properties , allow write permissions , then go steam and chose this folder as ur installation folder)
not once have i needed double the space to download gtav. it doens't matter if it pre-alocates it as each file simply downloads directly to the correct directory
Try games such as ark , where an 1 gb update requires 100gb space to pre allocate , its a hell (its just terrible , the stuff of nightmares)
