Log in today into gta online and you will receive that weapon as a gift with xmas tint (green with red).
P.S., if you spawn inside of your apartment/office/bunker whatever, you need to walk outside to receive gifts.

Festive tint is a christmas one, with green and red. You do not buy it, it's already applied to the weapon which you receive for free if you log in today.
Regular tint is blue and yellow (I think). You cannot get that unless a modder gives you one.

I already had it modded, gave me the festive once I got it legit. I guess it's a random roll.

Might actually be that festive tint is exclusive to 'event cargo' unlocks only. I already unlocked it through the event, so nothing changed for me.
If this is the case, it's kinda weird that R* wouldn't gift players up-n-atomizer with festive green & red tint on a CHRISTMAS DAY!

yeah festive tint is event battle reward exclusive. and that makes sense people did not get it for free, cause some others spent a lot time depending on their luck fighting for it. tho that event will last till new year so you can still go for it.
