low level friend blocked invites

my friend just got gta and his invites are blocked, doesnt get heists/contact missions/securoserv/apartments/etc invites.. is there a level req or a tutorial that he didnt complete ?

he needs to finish introduction of gta online only then he can invite to him or join other players

need to finish the tutorial, once it plays and finishes the match of the Last team standing job then he is finished the tutorial
