Your talking about a internal IP. OP means external IP. That one wont change after a router restart. Static or not.
In many countries there are not enough IP addresses anymore (at least in the IPv4 standard).
That's why IP addresses get reassigned, as soon as you restart your router.
Some ISPs even do that routinely at midnight.
For dial-in that's standard.
So yes, if your ISP doesn't assign static IPs, you could simply restart your router, and continue cheating.
That is, until you get assigned your old, banned IP again.
