Gta online cant access any shop, no shopkeepers, doesnt stay store closed
verified game files and all.. bruh..

tattoo shops, barbers, mod shop, everything.. no its not by player cause it doesnt say store closed or anything. Just no shopkeepers anywhere

Try asking another player in the lobby to go with you and see of they see anything. Another reason could be cheat menus. Theyre so advanced r* cant keep up so i wouldnt be surprised if there is "remove shopkeepers so players cant use anything"

My friends could see them, and the stores were open, no matter if i restarted.

Only changin my online character managed to fix it. So weird... never seen this before and i think it might be what you said :/

I have also run into this issue but only in lobbies with a modder so my guess is there is a new cheat for doing this.

Many menus can mess with users specifically. The whole lobby wont be affected but you
