Circle On Screen

There is a weird circle on the upper right of the screen. Can anyone tell what it is and how to disable it? Its only there with GTAV.

Did you installed any mod?

It only appear during loading screen or every time during gameplay?

Nope. Fresh install. Havent played in about a year. It appears in loading screens and gameplay. I reminded me of the Tobii Eye Tracking software. I did disable it but it didnt change it.
