So what have you tried to fix the problem so far?
if the problem only happens on dx11 then either there is some kind of issue with the direct x files, or the graphics driver isnt working as it should.
Ofcourse there i also the possibility that some of the files of gta are damaged and causing the game to crash.
Direct X 11 has been a default part of window since windows 8 and is not something you can install or uninstall through normal means (and shouldnt try to either).
(well unless you are running windows 7, but since your pc seems rather new i figured that would be unlikely.)
About the overlay, i can confirm the game works fine here on dx11 with the overlay enabled,
but you can always try to disable the overlay in steam and see if that changes anything.
Did you check the windows logs to see if they contain any useful info?
If in the end you cannot figure out what is causing this formatting the disk and installing a fresh copy of windows might be the only solution left to try.
