Mission Glitches With Mods Installed

Hello all, I purchased this game on steam on Sunday for the purpose of playing with mods (I've beaten it 3 times on PlayStation). I am having an issue with spawning Tonya in the first strangers and freaks mission. It shows up on the map, but she is not there. I have tried sleeping, taking a cab, and going to other parts of the map and coming back. I also tried restarting story mode which resulted in the cops not appearing on the first mission and the on my last auto save (just before repossession) the gun inside the car will not fire.

Upon research I have seen that these are anti-piracy glitches, but I am wondering if the mods I have install may have triggered something? I verified my local files twice and everything looked okay on that end. Here is a list of the mods I have installed. I am a total noob when it comes to modding, so maybe I did something wrong.

OpenIV
Scripthook V with Native Trainer
Manual Transmission
Realistic Driving
and a few car models

Some mods routinely break missions.
Open gtav folder, rename dinput8.dll to -old.
Try gtav again without any mods loaded.
