Performance issues (Radeon RX 560)
I really don't understand why i am having such huge issues with performance. The game is practically unplayable, even at as low as settings will go, at 800x600 and 1/2 frame scaling.
When playing, i will constantly (and i do mean *constantly*) get huge stutters and drops in frame rate. I never have any other applications running that needn't be when playing and am sure that i should be able to comfortably run the game at 45 fps on medium settings at the least. These stutters occur less when on foot, but still frequently.
What i have tried so far:

Running at all graphics presets, from ultra to low
Completely and cleanly reinstalling drivers (currently at Adrenaline 18.8.1)
Turning off v-sync in game and on in Radeon settings (saw this suggested somewhere for Nvidia users, but did not help in this case)
Reinstalling the game

I own the game through Rockstar Social Club if that helps any

I think you might be bottlenecking that RX 560 a tad, but then again I don't know much about AMD GPU's and CPU's. I recommend upgrading to a newer ish Ryzen CPU. Or a higher end FX CPU. Like the FX 8300 at least that or better.

I bought it a couple of weeks ago and made sure to go through every step to properly install it into my pc, so that there would be no compatibility issues with anything. I do not have problems with any other games, at least not that i have discovered so far.

Gigabyte 78LMT-USB3
Radeon RX 560
AMD FX-4300 3.8 GHz (which is slightly below the recommended but the only component that is)
8GB RAM
Element Gaming 700W PSU

My motherboard and processor are both probably the problem as they're a bit outdated, but before i bought the RX 560, obviously the performance was worse but there were no such stutters or fps drops.

Thanks, think I will probably get the FX-8300 a look around for a better motherboard, and all while not realising that I would be building an almost completely new pc

I have i7 2600k \ 16Gb ram \ RX 480 8Gb and have performance issues too, especially at sessions in LS town when more then 7 players (when private session or outside the city - all fine)
Just try to take from a friend some nvidia card and you will be surprised - the game is paid by nvidia

Don't buy fx 8300. Buy Ryzen 5. Better and more futureproof.

I don't know if I will, I did just buy a new graphics card and monitor and the Ryzen 5 is £120 compared to £70 with the FX-8300. I was also planning to preorder Fallout 76

+1 to selected answer. I have the FX8350 and can't keep stable in 15+ player lobbies.
I run with a few things set to normal and the rest on high, with textures on very high.
60~ frames, as low as 45-50 in a full lobby while in downtown.

I am planning on picking up a ryzen chip next month, so honestly i'd say your better off doing the same. If you can't but your motherboard supports a newer fx chip, that will at least help.

I see you talking about Fallout76 and that's actually the main driving force for me to upgrade to the Ryzen. I can tell you right now we aren't going to run F76 well on this chip.

Maybe i might wait a while and get the Ryzen 5 because I could probably just scrape by with the FX-4300 for now even if it is outdated, but I can still run most games pretty solidly. Whenever I do system requirement checks through https://www.systemrequirementslab.com/cyri, my processor is the only component that comes up short on either recommended or both, but i manage to run every single game I buy. With November coming around, and loads of new games coming out, I don't know how long I can keep up with the 4300 so I guess I'll just wait and see.

I think i have discovered the actual problem (this requires some backstory)
Just before I bought the RX 560, I bought 3 months of Spotify Premium for £1 and so started listening to music on my pc wayyyyy more. Before, I wouldn't really bother. So, I bought the RX 560 and was listening to music more now. This also meant that whenever I got to a song that I didn't want to listen to or whatever, i would alt+tab out of GTA and into Spotify. This is what is causing the issue. Not Spotify, or my processor (although I'm still buying a new one), but alt+tab. I just noticed this when I loaded into story mode, drove around for a little bit, and to my amazement, the game ran properley. When I alt+tabbed out to change song and came back, I started stuttering and realised that i had just alt+tabbed back into the game, and thought that maybe that was what was causing the stuttering, and after testing the game for a bit, it seems like this is the case.
