The idea that you have a number scale for your World,
the higher you set the Number the more of the World
you can see, the smaller the Number the less & smaller
the World becomes in your View...
Usually, I set this to 70 or 90, but you could set it much
higher to more like 200 or something, & you can even
set it to like 20...
It's a great way to present a FOG into your World, but
when you max it out, the World just looks funny, so
I never like to max this out... But the idea is that you
can Lower this incase your Computer struggles to
handle this at higher settings...
The Game could possibly be failing to handle, or
failing to manage the use of this Setting in Game... No??
Another Possibility?
-- Vegetation - Objects Or People Growth In The World
The idea is that the larger the Number you have here,
the more Populated your World is with Objects, People,
Cars, Animals, & many other things... The lower the
Number you have here, the less you have in your
World, & the more Empty it feels to Explore...
It's possible the Game is struggling or failing to
manage the use of this setting in the Game World...
It is even possible that all of this is an actual problem,
& that is why your having such a hard time with your
Game, & why your Game looks like there is a problem
with it...
I've never seen a bug, or glitch that has done this,
so I don't know if that is your problem, but my guess
is that this would be the closest thing to what I could
think of is your problem...
If this is actually a case? Then it's deffinately a Developer
Problem, & not your own problem... Because your Computer
couldn't possibly be the cause of this, since your Computer
& your Computer Hardware shouldn't have anything to do
with, or shouldn't prevent you from Displaying this in your
Game... Soooo? It would have to be a Developer issue...
Again, that don't mean this is the case... It's just the only
thing I can think of that might be causing your issues with
the Game... & the only thing I could think of, would be that
your Game is being a problem with a Developer issue...
If I'm not mistaken, all of these Settings, except Vegetation,
should be available to setup in Game, but Vegetation could
possibly be under a different name or different Option in
the Game as well... But I haven't played the Game in a while,
so I can't say for sure if these Options are still available in
the Grand Theft Auto 5 Game...

Not sure if its session host that blocks them, or script host, but its one of them. (I think its session, but idk). And yes, its ♥♥♥♥♥♥♥ annoying.
Not sure if its a specific mod menu option to block traffic, or just some garbage menu doing it by default.
I assume its something similar blocking npc traffic.
