Ah... This I did not know, I was wondering why if I alt tabed out to watch a five minute trailer on youtube while waiting for a reply from another player I'd be kicked before I tabed back in... I guess R* is punishing us all because that's the "Best" they can do to stop players from lagging themselves out into a solo public lobby to avoid the cargo destroying trolls...
Rockstar have to understand that real life happens and if we happen to be on a server all by ourselves or inside a safe house, we ought to be able to idle as long as we damned well please. Its not as if Rockstar is wasting resources as all of the action is on your computer with a signal sent back to the servers every thirty seconds or so saying you're in the game, where you are, what you're doing etc. Its not as if you're costing them money doing nothing.
If they want to fix something, allow a mute caller option on the cell phone, include an auto-walk feature so we don't have to have the fingers on the controls all the time in areas where there is a lot of walking to be done and finally add a single option key that will switch off the bloody radio! I am sick to death of having to roll the damned radio wheel just to switch it off every time I get into a car.
