Hotel Assassination Target Won't Spawn.

Hello,

I noticed that whenever the timer runs out for checkout in the Hotel Assassination, the target won't leave the hotel. I've looked up videos on the mission, and he is suppossed to leave soon after the timer runs out, but he doesn't seem to spawn in my game. Is there a way to get him to spawn, or to finish the mission anyway? For what it's worth, I do have a couple mods installed, including the Simple Trainer, but they shouldn't be causing this.
