Here is a radical idea: Introduce other microtransactions that don't affect the gameplay in the slightest.
Liveries: Spice up the look of your favorite vehicles with a new look.
Gun Skins: Tweek the look of your gun.
Clothing outfits and accesories for your avitar/character: Hats, hats for everyone... It worked for TF2.
Those are just the possible microtransactions that probably wouldn't piss off the majority of the player base.
Some more contrivercial ones would be things like
Business booster: Increased income/RP from the business of your choice for a set period of time.
Business unlock token: Skip the grind entirely and unlock the business of your choice.
Vehicle unlock token: For those who are too lazy to hunt for the car spawn of their choice, just unlock the car of your choice with this. *Car customizations and upgrades sold seperate.*
