R* Support hasn't responded yet but i figured out a way to get (atleast) some better performance, so now that it wont stutter nearly as much and fps will be much more stable.
I don't know if you have an Nvidia graphics card but if you do, and you have the most recent drivers for it, i think that might be the #1 cause of this problem. So in gta v settings, in the graphics page, there are 2 Nvidia settings that when you disable them, i found that you get muuuuch better performance (atleast from my quick tests) so the settings are: "NVIDIA TXAA" and "SOFT SHADOWS" so by turning the nividia txaa off, and choosing any other choice from the soft shadows setting than the nvidia one, that should atleast help you get some better performance.
Also when nvidia releases a new driver update, that will propably fix this problem but who knows if there are any other factors causing this issue.
Also try to limit applications you have open while playing the game, that drops my FPS sometimes.
I'm still going to wait for Rockstars response and tell you what they think we should do but this atleast makes the game more playable if nothing else.
EDIT: Also i have gtx 1060 6gb, i5-6600k and 16gb of ram, have been playing for couple of years now without any issues, until now.
Well rockstar support just responded to my ticket.. With perhaps the most f**king useless reply there is..
Basicly they just say that your PC might not be strong enough to handle the NPCS and other things that are happening while you have an wanted level, so you should lower your graphics settings...
I responded back trying to clarify that it's not the PC:s hardware limitations that is the problem here. I'll tell you if they respond something a little more serious next time.. Jesus christ i'm pissed lmao
Yeah well i made it pretty clear now that it's not an hardware issue so we'll see if they figure out an legitimate reason for these fps stuttering etc problems.. Until then... :D
same problem
The only way to mitigate it is to have a powerful CPU, disable vsync and cap your frame rate at something you don't drop under. The higher your frame rate is, the more noticeable the stuttering will be. So for example, if you cap your frame rate at 30 fps with RTSS, you will probably not notice the stuttering much. At 60 fps, it's still ok, but at higher frame rates it will be more jarring.
I actually don't notice it at all, but there were earlier patches of the game, and just random times where it was there. I also play on all normal/off settings, but with high textures, water, reflections, highest sliders for variety, density, draw distance, disable all advanced settings. 2600k/750ti capped at 62/63 fps with the engine, vsync disabled
