GTAV Social Club latest version not installed

I launched my GTA V and it came up with a message on Social Club saying "Social Club failed to load due to an incomplete installation. Please exit the game and re-install the latest version of the Social Club."

After 3 hours on forums when I was trying to find what was wrong I noticed the file PlayGTAV.exe was missing and I got onto the forums about that. I tried everything and nothing has worked. Please help me.

And when I download Social Club v1.1.9.5 Setup.exe it tells me GTAV is not installed

1.1.9.5? Uh... 1.2.3.8 is current. And - playgtav isn't part of the steam gtav install either.

Open program files / rockstar games - delete social club folder.
Open program files x86 / rockstar games - delete social club folder.
Exit steam, rightclick steam, run steam as admin.
Rightclick gtav in steam, properties, local files, verify integrity of game cache.
Once that is done... again bring up gtav's local files tab - and browse local files.
Open the installers folder - rightclick socialclubinstaller - run as admin.
(Or install this one straight from R*- http://patches.rockstargames.com/prod/socialclub/Social%20Club%20Latest%20Setup.exe )
