If verify isn't fixing anything - lets move on. The function of reinstalling social club could be affecting your firewall rules, certificates, permissions, functionality with my docs/etc.
Any 3rd party av, security, firewall(inc MS) apps? I'd temp sleep/disable them or uninstall to test.
Are you running steam as admin? Installing socialclub as admin? Using mods? Fivem?
Any other background programs that relate to network, vpn, optimization?
Ran adwcleaner from toolslib? Reinstalled network card drivers?
What really happened 3-4 days ago?
I know that on the 4th my dad added a FortiGate 60D firewall onto our network and installed the companion antivirus (FortiGuard) onto all applicable devices, but the software isn't something I can uninstall or disable since the machine is on our network. I also don't have permissions to change exclusion rules on the 60D, nor disable it unless I completely unplug it from the router, but that might get me in trouble.
I've read that Razer and GeForce could also affect GTAV, which seems strange to me, gut I recently update both GeForce Experience and Razer Synapse; both are running when I try to start the game.
Easy enough to close/uninstall any razer software and test to be sure.
Same for geforce experience (pretty rare though).
