How are people constantly off the radar?

There was a huge pvp war going on (I was included) and I kept getting killed by this dude that was constantly off the radar so I didn't know where he was. It's kinda bs/cheating for pvping. Is this an actual thing or werethey using a mod menu?

akula can have unlimited use of off the radar
plus u can alternate off the radar from lester and ceo ghost org simultaneously with minimal cooldowns

probably modding, off the radar can be done for 1 minute and it's blocked for a limited time when you did it. However he could've gone ghosted.

There is also some super light whatever plane that's permanently invisible as long as they're gliding, they have minigun.

Also they can take be using lester off radar and ghost organization

Hmmm could be , have seen many cheaters lately , just last week I was doing a supply mission , went into the tank but this dude one shot the tank with me inside lol , I shot them multiple times from range with mk II marksman rifle but they didn't died and then boom, teleported right behind me , kept doing it everytime I spawned so I reported them and had to move on and probably the last time I played online for a long time now , sigh
