That's one of the first things you should do in a case like this, unfortunately. It's not as hard as it seems.
Find and download the proper driver, uninstall the current one, reboot, install the new one, reboot.
If you dont know how to uninstall and reinstall graphics driver then ask someone for help, cuz things dont work by magic!
You could had done it yourself, its not that hard, Google and Youtube are your friends you know!
And theres plenty more tutorials like that one, just type on google or youtube "how to uninstall Nvidia/AMD drivers and reinstall them"!
Good luck!
Google your gpu drivers - do not use the stuff windows autoinstalls.
Use DDU in windows safemode, to uninstall your gpu drivers.
(sometimes, you can use in windows normal mode.. if it doesn't work, use safemode)
Then install the gpu drivers you downloaded.
Then open steam/steamapps/common/gtav/_commonredist/directx/jun2010
Rightclick dxsetup - run as admin. Restart computer when finished.
Try gtav.
Possibly still doesn't work? Grab this-

Rightclick - run as admin. (it moves all your directx files out to 2 folders).
--Then--
Grab this - https://www.microsoft.com/en-us/download/details.aspx?id=35
Rightclick - run as admin. "Should not" need a restart - I still suggest it.
Try gtav again.
Added Toothless - explained - fixed. Hour or so after original post.
