How to customize an Insurgent Pick-Up?
I recently bought an Insurgent Pick-Up and I want to customize it. I have a Mobile Operations Center with weapon and vehicle workshop bays. When I drove my Insurgent Pick-Up to the MOC, it said "Unable to enter as this vehicle cannot be modified in the Mobile Operations Center Vehicle Workshop.". What should I do to customize my Insurgent Pick-Up? Please, help me. Thanks!

You're sure it's the Insurgent Pick-Up you're trying to modify and not the regular Insurgent? There shouldn't be an issue, if so. I'd open a ticket on Rockstar's website.

pretty sure the MOC has to be inside the bunker for you to be able to mod vehicles
at least thats how I did it

I tried that, but I couldn't take the Insurgent Pick-Up into the bunker because it's not a personal vehicle yet. I need to customize my Insurgent first, so that it will be my personal vehicle, but I can't customize it until now.

Then take the MOC outside and drive the insurgent in.

you need to research the custom insurgent inside your bunker.
