Report a translation problem
Delete anything that is NOT a folder AND is NOT a .RPF file.
Exit steam. Disable any antivirus/security software.
Doublecheck there is no gta5/gtavlauncher open in taskmanager/processes. Close if so.
Rightclick steam, run as admin.
Rightclick gtav, properties, local files, verify integrity of game cache.
With steam closed, you can also try deleting the appmanifest_271590.acf - then replace it with the one from this link - trying to skirt around a possible permissions issue/steam not updating certain files that state the game is updated, or constantly forcing SC reinstall. -.-
Once replaced, again - verify cache.

If that doesn't work, there are other instructions in there to fake uninstall/reinstall gtav.
I'd probably check the hdd for errors too.

Did verify cache actually get forced to download more files after appmanifest replcaement? Did it continue to reinstall social club on restarts?
And- an error change is progress.
(Unless that was error before the reinstalls..)
P.S. in case you don't know, zlib is a file compression library, available to developers at https://www.zlib.net/ which implements the deflate compression algorithm, used in formats like zip, gzip, and png. When the game shows a zlib error it means it detected corruption while decompressing the game assets.
