You don't really know what extra files those warez crackers have added to that folder.
And Steam's file verification doesn't remove extra files, only redownloads manipulated ones.
Seeing that you actually paid for the game, after first using and unlicensed copy, you really don't want to risk a ban, do you?
Just suck it up, delete all remnants from the unlicensed copy with it's cracked files, and redownload the game again through Steam - overnight if necessary.

normal warez have always vanilla files with the option to install the malicious stuff
you still need to download alot of stuff if it is a release version
The gta folder has grown to 75gb over the years
The game performance will also change when it isnt the latest version of the game
they added tons of stuff and again release version wont behave as the latest version of the game
especially on low end hardware
