Homing missile won’t lock on another players
It locks on only cops

Are they in import/export cars by any chance? Because missiles won't lock on to cars from import/export I think.

No just free mode

And there are some vehicles that you can't lock onto, including those in I/E missions.

Maybe you have targeting mode off

Go to your Interactions menu and make sure you have your targeting mode set to Everyone.

Hydra and deluxo can be locked by homing missile right? And in freerome no missions
