Report a translation problem
A "new install of gtav" included deleting the gtav folder after you uninstalled?
(or you've compared to a picture and are 100% sure the gtav folder is vanilla?)
Does it run if you start gtav, and then open ragehook?
(are you running steam as admin?)
Did you add anything besides ragehook? If so - remove it. Be methodical - install only 1 thing per time. I installed ragehook last week week with lspdfr and scripthook and had zero issues.

I deleted gta 5 files and then clicked uninstall so it was completely removed
Still doesn't run even if gta 5 is running even with steam opened as admin
Nothing has been added
I just reinstalled gta 5 again and it looks exactly like that one. 74 GB
I've tried running RPH as admin also
