Gta 5 Online not using the full power of my pc. (Low cpu and gpu usage)

So I have a gtx 1070 stock clocks and an intel i5 3570k at 4.2ghz and 12gb of ram. Temperatures of both the processor and the card never go above 80 degrees celsius so it is not a throttling. My internet connection is 10mbs/s up and 5mbs/s down if that makes a difference.

In game everything is set to ultra except grass which is at very high and MSAA which is at 4x at 1080p. I don't have any of the advance graphical options turned on.
In singleplayer with vsync on I get almost always 60fps with 90% and sometimes it goes to 100% cpu usage. In gta online cpu usage stays at 70-80% and frames drop from (70-40).
1. I have tried disabling vsync, did not help.
2. Set gta 5 priority to high or realtime, did not help.
3. Updated Windows to the october update, did not help.
4. Updated nvidia drivers to 425.31, guess what it did not help.

The problem is the game is not using the full power of my processor, I have see online people's tests and their graphics card gets maxed.

If anyone has a gtx980ti, 1070, or even a 1060 with a i5 quad core processor I would like to see your usage in gta online.

I had an i5 4460 4core with a 1070, and that was heavily bottlenecked in nearly all of my games

The 4x MSAA will tank performance on GTA V, even on a GTX 1070 it's just not optimised well enough. Use FX AA instead, and if you're concerned about jaggies, use the games scaler settings to make the game run internally at 1440P (2560x1440).

Hmm, about the 4xMSAA, does it tank performance even tho my card is not maxed it usually sits around 80-85% usage?

Do not think so because my problem is the fact that cpu does not get used to 100%.
