Report a translation problem
I'm having the same problem on a GTX 1070. It's really noticeable driving a car. The depth of field just goes blurry in and out. Is it a driver problem?

You can fix it without disabling MSAA if you turn MFAA on in nvidia drivers. Honestly, MFAA has no downside as it updates and optimizes MSAA to look better and cost less GPU horsepower, so everyone should have it enabled globally. It only works in specific games where the devs added support for it, but GTAV is one of them.
I’ll try this fix and, if it works, confirm it’s a good fix.
