Anything fishy gets sent to the server, where admins with their tools can detect it in realtime.
GTAO is peer-to-peer based, where everything, including cheats, is computed client-side, then sent to each peer in the session.

it is more the other way around lights go dark, if R* decides one day that the steam service had become too expensive.
