That being said, Valve doesn't punish any Russians or Brazilians that join NA servers on csgo and dota so I doubt you'll run into problems unless it's r* giving you ♥♥♥♥ for it.
First it have to be actual gambling, and this is not. You aren't getting real money in return or anything of real value. Then maybe get some brain before commenting next time.

its not this simple,
you can't buy casino chips with real money but you can buy gta online currency with real money that you have to use to get casino chips. You can also transfer the chips you won back into normal gta online currency.
it doesn't have to be real value to win, ingame value you can win that you could otherwise pay real money for is already enough to be considered gambling

There is also another law, future is not present(now). I know that it is not siple but in most cases there is no vaild reson for rockstar ban, they just secure corners without giving care to thier customers.
i don't regret buying the penthouse tho, i only payed 1.5 mill and the new missions and vip work is always good to spice things up.
