Just cuz people haven't been punished YET doesn't mean they won't act on it one day.
The game and player base will recover as new people grow up daily. Banning 100k people wouldn't affect the game.
Maybe when a new update will come

Ironically enough, Rockstar's now purchased FiveM.. so don't think they'll ban anyone, but they hold the power to pull the plug.. however, I'm thinking they bought it with other intents..
