You should have zero issues deleting those files.
As for the disk write error - installing gtav shouldn't really complain about those files. Most likely permissions for that folder (which you can delete once those are gone), or the downloading/271590 folder where it is all sent to before being moved to that location. You could also try running steam as admin, before attempting to install gtav again.
Additionally, some security/av software can also interfere with folder/perms.
You can whitelist/exclude that location too.
In the future - you can clean the folder without redownloading it all...

also,just remove dinput8.dll that's what hooks the mods and you'll be fine
