Error occurs without Steam for people who dont even own a Steamversion of the game.
Before clicking play on the Steam launcher, you need to set these 3 files as "Run this program as an administrator" in your GTA V installation folder:
GTA5.exe
GTAVLauncher.exe
PlayGTAV.exe
My default installation directory is at C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V but yours may be different if you chose a different installation folder.
Right click those 3 files, click Properties, then go to the [Compatibility] tab, then tick the option below "Run this program as an administrator". Then click OK.
Once the three files are set with those options, login to your Steam launcher, then click Play for GTA V on your Steam launcher. It should now bring you to Rockstar Games Launcher with no problem. Register for a Rockstar account and login.
By now, it should now update the Rockstar launcher. At this point, it will ask you to link your Steam account with your Rockstar account. Just agree to sell your soul to the devil. You should see "Play on Steam" below the Grand Theft Auto V logo.
Earlier if you login directly into the Rockstar Games Launcher without going in through Steam, it will just show "Buy Now".
Here comes the best part, if you try click "Play on Steam", the Steam launcher will try to update GTA V via Steam and fail giving an error code that GTA V is already running and it cannot be updated.
Just logout from Steam but don't logout from Rockstar Games Launcher.
Then, press Ctrl + Alt + Esc on your keyboard to bring up Task Manager, and then right click "End Task" any Steam related processes.
Then, click "Play on Steam" in the Rockstar Games Launcher, it should bring up the login screen for Steam. Just login as normal and the game should start successfully. After a few more terms and conditions and selling your soul and liberty to the devil, you should be able to play the game. Otherwise best of luck spamming tickets to Rockstar.
Now if I want to play GTA V, I login Rockstar Games Launcher first, before logging in Steam.
