Haven't tested it with the new launcher, c00007b's would also bounce for missing/not updated media feature pack for windows N/KN, or corrupt/missing directx files.

Win10 Update - mandatory ASLR / controlled folder access CAN cause problems.
Mandatory ASLR - disable. (or add exception for each program in Windows Defender).
Controlled Folder Access - disable, or... can leave on, but add exceptions for-----
gta5.exe, gtavlauncher.exe, program files/rockstar games/social club/subprocess.exe
(if you've used registry edits to enable them/disable windows defender/etc - undo it)
Also throws same error when interfering with social-club-setup.
(add it to whitelist/exclusions too)"
Obviously the .exe names might change - and if controlled folder access is infact on, you may also need to add it for the launcher, and the launcher install locations' .exe's, the newer social club exe which is socialclubhelper (not subprocess), and possibly playgtav. Haven't sat down and tested all those with/without whitelist yet. Always a pita - CFA. -.-
