Performance loss on High End PC only when in focus - SOLVED
Hey Guys,
I need some help, so first off i think u guys will want my PC's basic specs so here they are:
CPU: i5 4690k oc @ 4.2 Ghz
GPU: Gigabyte Gtx1080 Gaming G1
RAM: 16Gb

Anyway the problem i'm having is low gpu usage only when i am tabbed into the game and when i tab out the fps and gpu stabilise but i obviously cant play. Also when i say im tabbed out i've disabled pause game on focus loss so the game will run when in another window. This makes the game literally unplayable as gpu usage only reaches about 60% max but dips to 3% every second or two. Anyway some other details.

GTAV.exe Priority: High.
Vsync: Off
Refresh Rate: 165Hz
Settings: All Normal (this doesn't effect the dips even when on low or max)
Reinstall: Many Times

Maybe your cpu is bottlenecking the gpu

CPU usage maxes at around 70% so idk and the fps on the peaks reach around 170 but i dont think cpu bottleneck would cause dips but instead just constant lower performance

My CPU to 4.2 GHzfrom 3.5 but its boost was 4 Ghz anyway
My GPU by 100Mhz and 108% power usage but ive reverted them and they dont make a difference

I found something on tomshardware.com

Fixed problem with my gtx1060 (it was always at 56% Power Limit, GPU utilization)
Check Power Saving Plan of your windows / Advanced Params / PCIExpress / turn off power saving.

Ive checked all my settings they are all set for high Performance:
PCie Power Management is off and from what ive read it is the most effective for performance
PowerPlan is High Performance
Power Saving Is Off
Ive changed them back and forth and no difference again wtf
