Report a translation problem
- Right-click gta in the library and went to "Edit Steam Controller Configuration"
- Click on "JOYSTICK MOVE" for the right joystick
- Click "Click Action"
- Click the right thumbstick on the controller icon on the right
And you're done! Problem solved.
OMG...thank you so much for posting your follow up. As simple as it may seem, it was a MAJOR help!
I had been googling 'lose of behind view', 'controller binding resetting' 'etc etc'. Lesson learned on this one...I simply should have trusted Steam and there much improved controller intergration.
There is also the big picture mode (a controller friendly interface) you can access with the button up in the top right next to the close, minimize and restore buttons.
There is a similar set of settings in there in with the usual cog settings button.
You can also get into the big picture mode with the ps or xbox buttons on the controller although you may need to tell steam to do that first, I can't remember.

Above is what I see when I go to controller settings. It looks like the button is set properly. I'm not understanding what to do next.
It says "button 9" is the right stick. What am I supposed to change it to?
