1- antivirus/backgroundapps/recording software interfering.
2- screwed up directx files that a reinstall of directx may not fix. (game dir and system folder)
3- media feature pack problems - recently do your OS, or on a N/KN version of windows?
Do you have the crash report from eventvwr? Perhaps it points at a specific file.
1---And - in regards to the 3 things above-
Msconfig - services - hide MS services - disable the rest.
Startup/taskmanager - disable it all. Apply - restart pc - test.
Exit steam, rightclick steam, run steam as admin.
Rightclick gtav, properties, local files, browse local files.
Delete ANYTHING that is NOT a folder, AND, is NOT a .RPF.
Rightclick gtav, properties, local files, verify integrity of game cache.
2---Directx-
Attempt to remove all the dx files. If you can't delete some of the files listed below - restart the pc and try again. Still can't? Restart in windows safemode and try again.
Delete each of the files listed below from BOTH windows -system32/syswow64.
(don't use apps to close/delete files if you can't simply delete them)

d3dx11*.*

After you've deleted them - install directx again from the websetup - making sure to rightclick/run as admin. (websetup - https://www.microsoft.com/en-us/download/details.aspx?id=35 )
(or from steam/steamapps/common/gtav/_commonredist/directx/2010)
Ran game right after - and it started right up. (though I'd suggest a pc restart~)
3---MFP
You'll have to provide more info and a crash report to help narrow this. You can also hit windowskey +pause/break and look at your windows version. If you DO have a N/KN version - you'll have to find your windows build and use that to find the correct media feature pack to TRY to install. Sometimes windows updates need a new one.

Like DDU gpu drivers / reinstall fresh/clean - and provide more info.

Did you, or did you not manually delete those directx files?
You said you did the media feature pack - did it actually install?
Did it say you couldn't install? Did you verify you ARE on a N/KN?
What build of windows are you on? There is like 4-5 MFP's now.
I have already gone through your steps 1-5 in the other much larger thread from a year or two ago about this same problem.
- I have checked for newer media packs for my OS as of today(12/23/17) and was able to
download and installed them. They did complete install instead of getting the, "unable to
apply to your system" message.
I have no application logs in event viewer after attempting to launch GTA V and it failing to load. I just have the GTAV created error log which I can post here if you need to see it. My log was line for line the same as Blue_Viper's log was except for the country code and our individual account information.
I followed all of your instructions for Blue_Viper in this thread and was still unable to get any different results in the error log. I've deleted every RPF, dll file and even the .exes in the GTA V folder and redownloaded them all at this point. The only thing I haven't done with the files in the GTA V folder is do a complete uninstall/reinstall.
I've never used any mods in GTA V and I did follow your instructions in the much larger thread. I did have 1 file in that folder that should not have been there and that was "mfreadwrite.dll". This was to get around previous issues with getting the game to launch due to the "missing dependency" problem. I have moved that file into sys32 and syswow64 early today.
I do not have any razer hardware nor am I running synapse. I did switch keyboards since last loading up GTAV and was previously running a ps/2 keyboard through a KVM and now have a USB keyboard. There have been 4 windows updates applied to my machine since the last time I was able to load the game which was 3-4 weeks ago.

Had mfreadwrite.dll as well in gtav folder. Really, really not a fan of said methods. I simply renamed it to mfreadwrite.dll-fkno. The current MFP wasn't installed - just installed it - restarted - he's working. (for now, startup services in msconfig are disabled - will keep updated once enabled)
Woo also fixed after reinstalling MFP. \o/
just tell me what was the program that you could get in my computer. I think was time the problem for me was something with the windows updates. Well now i update my windows aaaand when i start GTA V the game says SAFE MODE OR RETRY. (pls help me again...)
Regardless - the info that fixed you last time -
You should look at both these links (in the order they are shown) -
1- Mfreadwrite_dll / Media Feature Pack -- important if you are on a N/KN version of windows or jammed files in the gtav folder.
2- 0xc000007b Important if you are NOT on a N/KN version of windows - and still jammed files into the gtav folder (or simply have corrupt file/installation, etc)
I told you then, and it still is important, if you require a Media Feature Pack for gtav to work - you will continue needing it to work. Everytime windows updates, you may/will need a new one (and possibly reinstall gpu drivers too).
