Mechanic not working

I call the Mechanic and he always says hes occupied, even when i have no heat, in a road, and enough money in my bank account. Any suggestions why? or how to fix it?

troubleshooting - try new session, and if not then quit out of game and restart (may have been afflicted by lag or some modder in the session). If still doesn't work, send in a R* ticket
Mechanic calls are free.

Bank all your cash then wait an in-game day to pay your apartment bills again, there is a bug that makes the game think you have no money so you don't pay your apartment bills, which stops Mechanic from working.
