Story behind the Doomsday Heist

How the heist even began
Avon and Cliffford wants to control USA's nuclear arsenal, but of course, Cliffford cant just hack in, because obvious reasons. So Avon has to devise a plan to get access without raising suspicions. So he and Cliffford fakes data to show a possible attack on USA, which leads to the following:

Heist Act 1 - We attack and reclaim control of the IAA station

I believe the Russian team attacking the IAA was hired by Avon himself. At the end of the heist we see that Avon asks Agent 14 if he can login to Cliffford. So i believe that Avon used this as a way to get Cliffford access to IAA systems. We end off by Avon showing us that the attack was organised by Bogdan. On to part 2


Heist Act 2 - Assault on Bogdan's submarine/Realisation of Avon/Cliffford's real intention

Avon realises that Bogdan was onto him, and aboutt to find out what they were really after. So by faking the attack on the IAA, and claiming that Bogdan did it, Avon now has a reason to eliminate Bogdan, and no one will know his real intentions.
However, since Bogdan was able to explain himself, and of course, Avon admitting it, Avon is forced to reveal their true intentions

I don't think there is a need to explain Act 3 since even if we never knew Avon's true intentions we would have to do this anyway.

What do you guys think? Does my "backstory" make sense?
