New downloadable content pack has been downloaded and installed returning to singleplayer

Okay so after the new update was released I tried to play GTA online and I removed all my mods but the game would say "a new downloadable content pack has been downloaded and installed returning to grand theft auto v singleplayer. Does anyone know how to fix this issue? Is this common after a new update?

Doublecheck you've removed all the mods- (link below).
Then exit steam, rightclick steam, run as admin.
Verify cache.
Open steam/steamapps/common/gtav/installers - rightclick socialclubsetup - run as admin.
Social club should update/install without issues (including showing a window while installing)
Try again.


Link to remove mods/clean folder - revert to 100% vanilla without redownload. (steam version)
